The People Center renovation reimagines a 136,000 square foot administrative building originally constructed in 1950 as a dormitory. Over the decades, the facility was converted into office space with minimal repair or modernization. This project delivers a complete renewal of the building, organized into four, self-contained construction phases that maintain continuous operations for more than 5,500 personnel working across multiple tenant organizations.
ExD began with an extensive building condition survey, space programming effort, and a full Drawing of Record documenting existing systems and real-world occupancy. The team conducted interviews, workshops, and detailed test-fits using Air Force space standards and CAW/UMD data to allocate and optimize layouts across all units. Each construction phase was structured to incorporate swing space, ensuring uninterrupted mission delivery throughout the renovation.
The project upgrades every major system, including HVAC, electrical, plumbing, telecom, life safety, and the full building envelope. Sustainability and resilience drove the design approach, with energy-efficient systems, code-compliant performance, and low-maintenance strategies integrated from the outset.
